position is one of many that provide delivery and technical support to One VA

world-class service to Veterans and their families by delivering

results-oriented, secure, highly available, and cost-effective information

technology services. VA depends on Information Management/Information

Technology (IM/IT) systems to meet mission goals and in support of those goals

EO is constantly transforming.




The applications system analyst must have extensive IT

experience in the analysis, design, and integration of information systems and

commercial-off-the-shelf (cots) and development software. Must be well versed

in understanding structured analysis and design methodologies for the

translation of systems requirements from business needs with a proven track

record. Must be able to evaluate cost factors and risk.



  1. Write, execute, and analyze benchmark programs

to test proposed new software features.

  1. Assist in establishing controls to ensure an

accurate and timely product.

  1. Perform the necessary quality assurance

procedures and coordinate with all necessary elements to ensure products

conform to customer's requirements

  1. Participate in the estimation process of


  1. Provide application programming support.

  2. Maintain and update input screens, batch

modules, and their related edit modules.

  1. Maintain and update application modules and

the associated JCL, copybooks, and PROCS as it pertains to SDE EO projects.

  1. Coordinate all work with other SDE EO

application programmers and system programmers.

  1. Analyze and recommend a test management

process: analyze an application and determine testing requirements, develop

test plans, create test cases and perform tests runs, report and track defects

in the application and document the code changes and provide progress reports.

Any recommendations shall be provided to the COR/VA PM(s) prior to any


  1. Ensure that new software is integrated with

existing software.

  1. Design and document output formats for printed

file records and reports and depict each position that the program/module is to

print or display.

  1. Design and document each data field and verify

that the data field is large enough to accommodate the largest possible value

it might contain and to allow for possible expansion.

  1. Document the detailed logic required by the

program/module and all of its processing steps.

  1. Analyze production problems and research

proper solutions.

  1. Provide status updates of multiple efforts to

co-workers, team leaders and supervisors.

  1. Design and document the overall software

process flow to include interfacing systems.

  1. Inform the Project Manager of any identified

risks pertaining to the project.

  1. Resolve all action items assigned resulting

from product reviews and process audits.

  1. Attend project meetings, conduct peer reviews,

and participate in product reviews of the Requirements and Design Specification


  1. Convey explanations and details pertaining to

requirements and service requests, orally and in writing.

  1. Utilize a change, configuration and release

management product to create a new support request, retrieve and modify an

existing support request, and close a support request.

  1. Perform production callback, including outside

normal duty hours, weekends, and holidays.

  1. Adhere to all SDE EO program and naming




EDUCATION: Bachelor’s Degree in Computer Science, EE, or

other engineering technical discipline is required with 10 years of strong

industry experience; 8 years additional relevant experience may be substituted

for education.

CLEARANCE: Must possess a secret level clearance or have

the ability to obtain one.



SAS Programming language, COBOL Programming language, knowledge

of Job Control Language (JCL)
